Garden State E-Scrap Bill Advances

A New Jersey advanced recovery fee (ARF) measure, originally introduced in 2006, has been approved by a Senate Appropriations Committee.

Senate Bill 554 establishes a statewide recovery program for the collection of electronic devices and video display devices with a viewable screen measuring four inches or larger diagonally. As of July 1, 2008, consumers would be assessed a $10 ARF upon the purchase of a new television, of which retailers could keep up to four percent of the fee for administrative purposes.

S 554 also requires manufacturers to seek annual waivers from the state to continue selling electronic devices containing hazardous substances, such as lead, mercury, cadmium, hexavalent chromium, brominated fire retardants and polyvinyl chloride.

Lastly, the measure establishes a landfill disposal ban on all covered electronic devices, as well as their components or sub-assemblies. The ban would begin on January 1, 2010.
